1. Leakage treatment
(1) Liquid organic peroxide leakage treatment steps: first cover the leakage point with absorbent (vermiculite, sodium carbonate, etc.), for ketone peroxide and alkyl hydrogen peroxide, fine sand should be used, and vermiculite is prohibited. absorbent; then wet the absorbent with 3 times the amount of water spilled.
(2) Treatment steps for solid organic peroxide leakage: cover the absorbent first, and then wet the absorbent with water.
(3) The organic peroxides after leakage treatment should be collected in a special collection bucket (with PE inner bag) with tools that do not generate sparks. The collection bucket should be stored in a warehouse that is consistent with the storage temperature of the leaked material. , and hand it over to a qualified contractor.
(4) Thoroughly clean the traces of residual material at the leak point of organic peroxide with water.
(5) Degassing occurs or the container is deformed.
(6) When the organic peroxide is out of gas, the on-site personnel should be evacuated immediately and the factory emergency response procedures should be started.
(7) When the container storing the organic peroxide swells, the package needs to be emptied. Protective equipment should be worn during operation and venting, and the vented packaging should be isolated separately in a well-ventilated place.
2. Fire Disposal Measures
(1) After the organic peroxide fires, water spray, dry powder or carbon dioxide should be used to extinguish the fire, and water spray should be used first.
(2) For organic peroxides that have not been burned at the initial stage of the fire or after the fire is extinguished, the outer packaging of the organic peroxides should be continuously sprayed with water to cool down to prevent the organic peroxides from decomposing due to high temperature.
(3) In the event of a fire near the organic peroxide warehouse or storage cabinet, the organic peroxide warehouse, storage cabinet and organic peroxide outer packaging should be cooled by water spray to prevent thermal decomposition.
3. Other
(1) Organic peroxide users should implement relevant emergency measures in strict accordance with the “Production Safety Accident Emergency Regulations”. Enterprises in industrial clusters such as industrial parks and development zones should jointly establish emergency rescue teams. Enterprises in township industrial parks, small and micro enterprise parks, and village and town industrial clusters should rely on nearby emergency rescue forces to sign emergency rescue agreements.
(2) Organizations using organic peroxides should formulate special emergency plans (or on-site disposal plans) for hazardous chemical accidents, be equipped with emergency rescue personnel and necessary emergency rescue equipment and equipment, and regularly organize emergency plan drills.
(3) The units using organic peroxides should carry out emergency education and training for employees to ensure that employees have the necessary emergency knowledge and master accident emergency response skills.
(4) In the event of an organic peroxide production safety accident, the main person in charge of the accident unit should immediately organize rescues in accordance with the unit’s organic peroxide emergency plan, and report to the local emergency management department and other relevant authorities.
(5) The emergency disposal measures for organic peroxides involving key supervision shall comply with the “Notice on Printing and Distributing the First Batch of Key Supervision Hazardous Chemical Safety Measures and Emergency Disposal Principles” issued by the General Office of the former State Administration of Work Safety (Safety Supervision Supervisor III [ 2011] No. 142) and the original State Administration of Work Safety “Notice on Announcement of the Second Batch of List of Key Supervision Hazardous Chemicals” Safety Supervision Administration No. 3 [2013] No. 12).
